Our Agency The Skagit County Public Transportation Benefit Agency (dba Skagit Transit) was formed in 1993 as a Public Municipal Corporation per RCW 36.57A. It currently serves 750 square miles of Skagit County, including the communities of Anacortes, La Conner, Sedro-Woolley, Lyman, Hamilton, and Concrete, as well as several unincorporated areas of Skagit County. The Agency is governed by a Board of Directors comprised of representatives from the Skagit County Commission; the Cities of Anacortes, Burlington, Mount Vernon, and Sedro-Woolley; and a non-voting representative of the Washington State Council of City and County Employees, which represents the Agency's operators.
Skagit Transit operates 16 fixed routes and paratransit services with a fleet of 84 vehicles and provides over one million passenger trips per year; it provides service to five park-and-ride lots, two of which are owned and maintained by Skagit Transit.
The Agency owns and operates a multi-modal transit center, Skagit Station, which provides service to Amtrak and Greyhound customers as well.
The Agency also provides a vanpool program with over 40 active vanpool groups. Skagit Transit is funded primarily through a 4/10ths of 1% sales tax revenue, fares, and grants.
The Position Under the direction of the Executive Director, the Manager of Finance and Administration plans, organizes, and manages the agency's fiscal and administrative staff and activities while ensuring fiscal and administrative services are provided in compliance with a variety of applicable State and Federal laws, regulations, and requirements as well as directives of the Board and Executive Director.
Education & Experience
- Bachelor's Degree in Business or Public Administration, Accounting or related field
- Five or more years progressively responsible experience in finance management
- Experience working in the public sector highly preferred
- Public State Auditing experience preferred
- Valid Washington State Driver's License
- Maintain acceptable driving record

Ideal Candidate:
The Manager of Finance and Administration is a member of Skagit Transit's Leadership Team. As such, the successful candidate will demonstrate strong leadership skills providing strategic financial guidance to the organization. The successful candidate will have a solid knowledge of federal, state and local laws and how they are applied to Finance and Administrative practices. The candidate will have demonstrated experience developing and managing a variety of finance programs. The candidate will demonstrate effective internal and external communication skills, be able to follow a variety of laws, regulations, and reporting requirements, and manage various employees with the mutual goal of bettering Skagit Transit's financial health.
