Position Purpose
Reporting to the Managing Director of Safety and Security in the Transit Division, this position shares supervisory responsibilities for the Transit Division's Safety Office with another Transit Superintendent. The work entails planning, developing and administering comprehensive and effective bus safety programs that ensure passenger and employee safety, mitigation of loss and risk to transit resources, and compliance with all applicable local, state and federal codes and regulations.
This posting is for a Special Duty Assignment that is expected to last through the summer, until the vacant career service Superintendent vacancy is posted and filled.
Safety-Sensitive Position
This is a Safety Sensitive Position. Applicants for positions defined as safety sensitive are required to undergo drug testing prior to employment and, subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return-to-duty, and follow-up drug and alcohol testing in compliance with federal DOT alcohol and controlled substances testing program protocols.

Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime pay. The work week is normally 8:00 a.m. to 5:00 p.m., Monday through Friday. Must be available to work some evening, nights and/or weekend hours, or work extended hours to respond to job responsibilities.

- Supervise, develop and implement overall safety objectives, programs and work plan for the Transit Division; supervise and administer the Bus Safety Program Plan, Accident Prevention Program Plan and similar safety programs and plans. Ensure compliance with all contractual and legislative requirements and regulations as well as with all Transit Division operating policies and procedures.
- Lead and promote safety awareness and culture throughout transit operations; develop and champion programs for employee safety and health and ensure compliance with all related local, state and federal codes and regulations; provide information to and negotiate agreements with regulatory agencies; may issue work stoppages consistent with Transit Division operating policies and delegated authority.
- Provide supervisory review of all accident investigations; investigate major injury and fatal accidents and critical incidents; track accident statistics, perform trend analysis and approve determinations of preventability. Participate as a key member of critical incident investigation teams.
- Perform full supervisory role for the Transit Safety Office's professional, technical and administrative support staff: hiring, performance management, establishment of work performance standards and initiation of corrective actions if required, staff development, planning and delegation of work, labor relations as needed. Create harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, contract provisions and hiring guidelines; fulfill required responsibilities in grievance and arbitration processing and adjudication.
- Provide guidance and direction to subordinate supervisors and other staff concerning complex or sensitive safety issues and problems; review existing safety, operational and administrative policies and procedures, and recommend improvements or modifications to higher-level management. Recommend and implement division-wide safety performance measurement goals and work effectively with Transit staff to establish the programs, systems and processes required to fulfill those goals. Forecast, track and report on safety and accident statistics, overall safety program effectiveness, cost trends and similar performance metrics.
- Provide supporting data and recommendations to management in the formulation of the safety operating and capital improvement budgets; manage and administer the safety budget; authorize expenditures within designated authority level; monitor budget and maintain expenditures within approved levels; manage and administer contractor and vendor service, supply and related contracts as required. Determine, ensure and allocate all required personnel, financial and equipment resources to effectively implement the Transit Division's safety program.
- Participate and represent Safety in a wide variety of internal and external work groups, project teams, committees and task forces.
- Experience, Qualifications, Knowledge, Skills
The ideal candidate will have:
A Bachelor's degree in a related field or equivalent combination of education and experience, four years of increasingly responsible professional experience dedicated to transportation safety and/or traffic safety and/or industrial safety, and one year of lead or supervisory experience OR Any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
- Knowledge of and experience in applying the full scope of local, state and federal codes and regulations that apply to state motor vehicle laws and commercial drivers' license laws
- Knowledge of effective safety program development, accident prevention and liability/loss control principles, practices and techniques.
- Knowledge of human resources management, supervisory principles and understanding of federal, state and local laws related to employment, labor relations, civil rights and disability, including Americans with Disabilities Act concepts and requirements.
- Knowledge of training approaches and adult learning styles; skill in staff development and training.
- Knowledge of workforce planning and budget administration. Budget planning and organizational skills.

Desirable Qualifications
- Knowledge of and experience applying local, state and federal regulations for bus safety and for relevant industrial, environmental and traffic hazards
- Knowledge of the operations, policies and procedures of a transit organization.
- Knowledge of and experience applying the full scope of local, state and federal codes and regulations that apply to employee health and safety, including knowledge of industrial hygiene surveying and sampling. Skill in determining health risks and interventions.
- Knowledge of the accepted approaches, protocols and technical investigation of mass transit accidents and critical incidents, including applying regulatory intent.
- Knowledge of emergency management and disaster preparedness. Skill in analyzing emergency conditions and directing appropriate resources.
Valid driver's license, an acceptable driving record, and ability to obtain a Washington State Commercial Driver's License (CDL), Class B, within 90 days of hire. (Incumbent will occasionally be required to operate a revenue-service vehicle. CDL training will be provided.)
