REGIONAL EDUCATION MANAGER - Head Start/ECEAP
The Regional Education Manager is responsible for ensuring that procedures are in place for the delivery of high quality educational services for all children. The Regional Education Manager guides the planning, organizing, and implementing of comprehensive child development programs that meet the Head Start/ECEAP Performance Standards and their definition of curriculum in all program options and settings. The Regional Education Manager carries out the duties of this position with a strong understanding of the Performance Standards, State Child Care regulations, CLASS, the Head Start Early Learning Framework, the program's School Readiness Plan, and a thorough knowledge of Developmentally Appropriate Practices. This position supervises and provides direction to five Education Site Managers and ensures that our eight preschool sites are operational per program compliance.
Key responsibilities include, but are not limited to:
- Coordinate adequate classroom staffing coverage with Education Site Managers
- Monitor site operations to ensure all sites are delivering quality education services
- Coordinate with other managers to facilitate and deliver quality training opportunities for staff
- Support Education Site Managers with employee concerns or site concerns, and recommend courses of action to resolve such issues
- Work with community partners to deliver high quality education services to parents that meet program compliance
- Attend monthly evening Leadership Committee meetings
- Ensure that staff is working with parents to develop education goals for their children and home education collaboration (homework bags, TS Gold reports, etc.)
- Perform related duties as assigned

- Ability to problem-solve, think strategically, and handle sensitive information and difficult situations tactfully and confidentially
- Must be knowledgeable of and work in accordance with Office of Head Start practices and procedures, Federal, State, and College policies and regulations, and negotiated agreements
- Must be able to use a computer for written communication, data entry, spreadsheet applications, and report creation
- Must be able to respond to and initiate communication with college employees, staff of other institutions, outside agencies, lending institutions, interested applicants, and the general public
- Must be able to exhibit cultural humility when working with staff and families from diverse racial, ethnic, and socio-economic backgrounds
Qualifications
MINIMUM QUALIFICATIONS
- Bachelor's degree in Early Childhood Education (or equivalent field)
- Two years work experience as a lead teacher in a preschool classroom
- Two years work experience supervising a staff of lead preschool teachers
- Master's degree or higher in Early Childhood Education (or equivalent field)
- More than two years work experience as a lead teacher in a preschool classroom
- More than two years work experience supervising a staff of lead preschool teachers

CONDITIONS OF EMPLOYMENT:
Before Starting Work:
- Submit paperwork indicating negative TB Test or clear chest x-ray within one year of hire date
- Show proof of Tdap booster vaccination
- Submit proof of a cleared Portable Background Check from the Washington State Department of Early Learning (NOTE: if you do not have a current PBC, you must first create an account in the DEL's MERIT system by clicking here. The fees for obtaining a PBC are your responsibility. The entire process of obtaining a PBC takes 3-4 weeks. You may not start working until we have a copy of your cleared PBC.)
- Present a current Food Worker Card from the Snohomish County Health District
- Submit proof of US Citizenship or ability to work in US (must show original social security or Alien Registration Card/Work Permit, as well as one piece of picture identification)
- Completion of all pertinent personnel/payroll forms
- Submit official education transcript(s) showing employee meets the educational requirements of the position
- Signed statement by a health provider that the employee is free from communicable diseases and physically able to perform job responsibilities.
- Keep all certifications and clearances in current status
- Complete 15 hours of Professional Development Training each year
PHYSICAL WORK ENVIRONMENT:
The majority of work will be performed in an office environment. Some travel may be required. Work may involve extended sitting or repetitive hand and arm motion. This position is required to attend meetings on campus and at other locations as needed. The ability to make verbal presentations to groups may be required.
WORK SCHEDULE:
Expected work hours will be 40 hours per week, Monday through Friday, 8:00 am – 5:00 pm.
COMPENSATION:
Salary is $61,695.72 per year based on the Edmonds CC administrative/exempt salary schedule, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 10 scheduled holidays, 1 personal holiday, and 24 vacation leave days per year.
