Early Head Start Mental Health Specialist
 
We are looking for a licensed and/or certified mental health professional who is dedicated to making a difference in the lives of families with very young children.  The Early Head Start Mental Health Specialist will consult with Home Visitors in their work with families to establish and strengthen healthy parent-child relationships.  The successful candidate will be knowledgeable about economic, cultural, physical, and environmental factors that support or limit a young child's functioning, and conduct developmental and behavioral screenings, making referrals when needed.

People in this position must be analytical and data-driven.  They must be committed to making a difference in the community and experienced working with diverse cultures and perspectives. This is a full-time position and reports to the Executive Director. 

 

ESSENTIAL FUNCTIONS

  • identify economic, cultural, physical, and environmental factors which support or limit a child's functioning
  • deliver trainings regarding Mental Health and Disability issues that staff are dealing with in working with families
  • assess data, identifying trends and patterns, analyzing, drawing conclusions and making recommendations
  • evaluate developmental and behavioral screenings and make referrals where needed
  • participate in conferences with parents and Home Visitors when disabilities and/or mental health issues are present
  • represent the child and their parents with community agencies in regard to mental health and disabilities
  • work with the Family Services staff to implement the triage service model when needed
  • complete documentation, data entry, and reports in an accurate and timely manner
  • monitor in-kind documentation for children who are receiving special needs services with outside agencies
  • deliver trainings, track data, and monitor completion of Ages & Stages Questionnaire (behavioral & developmental) on all Early Head Start children
  • track and review Individual Family Service Plans (IFSP) for children and ensure that staff are developing activities and goals around these plans
  • develop community resources around Mental Health Agencies in community
  • meet with staff when approved to discuss Mental Health or Disability issues
  • other duties as assigned

 

Qualifications

MINIMUM QUALIFICATIONS

  1. Licensed and/or certified in mental or behavior health services
  2. Two years of work experience in mental health or special education
DESIRED QUALIFICATIONS
  • Experience providing mental health and disabilities services to low-income families with children birth to three years old
  • Experience working with Early Head Start or Head Start
  • Experience with a home visiting setting

CONDITIONS OF EMPLOYMENT
Hiring for this position is on the condition that candidates meet the following requirements:

Before Starting Work:
  • Submit paperwork indicating negative TB Test or clear chest x-ray within one year of hire date
  • Show proof of Tdap booster vaccination 
  • Show proof of MMR (measles) vaccination
  • Submit proof of a cleared Portable Background Check from the Washington State Department of Early Learning 
Within three days of hire:
  • Submit proof of US Citizenship or ability to work in US (must show original social security or Alien Registration Card/Work Permit, as well as one piece of picture identification)
  • Completion of all pertinent personnel/payroll forms
Within 30 days of hire:
  • Submit official education transcript(s) showing employee meets the educational requirements of the position
Within 60 days of hire:
  • Signed statement by a health provider that the employee is free from communicable diseases and physically able to perform job responsibilities.  
Condition of continued employment
  • Keep all certifications and clearances in current status 
  • Complete 15 hours of Professional Development Training each year
PHYSICAL WORK ENVIRONMENT:
Work is performed in an office setting and also in clients' homes. The ability to sit at a desk/computer station and perform detailed tasks involving repetitive arm and hand movements, such as data entry, is essential. Operation of standard office equipment such as a PC/terminal, electronic calculator, copy machine, and multi-line phone system is required. The ability to move over uneven surfaces and exhibit sensitivity while in clients' homes is essential.  Excellent communication skills, both oral and written, are essential. 

COMPENSATION  
Salary is $61,617.69 and is based on the Edmonds CC administrative/exempt salary schedule, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 10 scheduled holidays, 1 personal holiday, and 24 vacation leave days per year.
