Early Head Start Manager
Under general supervision, the Early Head Start Manager operates the Early Head Start program in conformance with Office of Head Start (OHS) Performance Standards and Edmonds Community College Head Start, Early Head Start, & ECEAP policies. The Early Head Start Manager is responsible to plan, organize, implement, coordinate, and control services of the Early Head Start Home Base program, exercising independent judgment and decision-making authority as delegated, including budget and staff supervision.
ESSENTIAL FUNCTIONS
- Provide support, arrange for technical assistance, and provide for training opportunities (formal and informal) to Early Head Start staff, when needed, to ensure that staff can perform job duties to the best of their abilities
- Contribute to the design, development, implementation and evaluation of home visitor staff's daily work schedule
- Ensure that the Early Head Start/Home Base program meets compliance with OHS Performance Standards
- Work collaboratively with all program managers and content specialists in planning, implementing, maintaining, evaluating and modifying delivery of comprehensive, coordinated services, ensuring achievement of child and parent goals
- Work with Early Head Start staff to ensure everyone is upholding program policies, goals and mission
- Ensure that in-home and on-site observations, consultations and one-on-one coaching sessions with Early Head Start staff are taking place regularly
- Contribute to the development, implementation and updating of essential reporting, record-keeping and monitoring systems
- Complete yearly staff performance evaluations and individual training plans
- Maintain a budget that ensures staff have proper supplies and materials to perform their work, and receive training for the implementation of high quality services
- Maintain and develop, when needed, collaborative partnerships with community resources that will enhance and enrich Early Head Start services to infants, toddlers and their parents and family
- Ensure that parents and children are receiving the best services that our program offers, which could mean connecting families to community resources to get basic needs met
- In collaboration with Executive Director, establish overall leadership and guidance for Early Head Start/Home Base staff
Qualifications
MINIMUM QUALIFICATIONS
Bachelors in Child Development, Early Childhood Education, Family Life, Human Development, Behavior Science (related bachelor degree) PLUS
- Three years' work experience in direct casework with low-income families with young children
- Three years' work experience supervising a minimum of five education and/or social service staff
- Three years' work experience with program management responsibilities
- Work experience producing written correspondence, documents, handbooks, and forms.
DESIRED QUALIFICATIONS
- Advanced degree in Early Childhood Education or related field
- Work experience in a home-based program
- Work experience with infants, toddlers and their parents in an educational setting
- Work experience in developing community partnerships and interagency agreements
- Work experience in a same/similar position in an Early Head Start, Head Start, ECEAP, or Oregon Pre-Kindergarten program

COMPENSATION
Salary is based on the Edmonds CC administrative/exempt salary schedule, plus a full state benefits package, which includes tuition waivers for college classes, medical, dental, retirement options and more. Vacation and leave package includes 12 sick days per year, 10 scheduled holidays, 1 personal holiday, and 24 vacation leave days per year.

Before Starting Work:
- Submit paperwork indicating negative TB Test or clear chest x-ray within one year of hire date
- Show proof of Tdap booster vaccination
- Submit proof of a cleared Portable Background Check from the Washington State Department of Early Learning (NOTE: if you do not have a current PBC, you must first create an account in the DEL's MERIT system by clicking here. The fees for obtaining a PBC are your responsibility. The entire process of obtaining a PBC takes 3-4 weeks. You may not start working until we have a copy of your cleared PBC.)
- Present a current Food Worker Card from the Snohomish County Health District
- Submit proof of US Citizenship or ability to work in US (must show original social security or Alien Registration Card/Work Permit, as well as one piece of picture identification)
- Completion of all pertinent personnel/payroll forms
- Submit official education transcript(s) showing employee meets the educational requirements of the position
- Signed statement by a health provider that the employee is free from communicable diseases and physically able to perform job responsibilities.
- Keep all certifications and clearances in current status
- Complete 15 hours of Professional Development Training each year
