LOCATION: Tribal Police, Nespelem, Washington
BASIC FUNCTIONS: Colville Tribal Police Officers perform a variety of law enforcement tasks including routine investigations of crimes, citizen calls for service, testifying in court, security, and traffic control services. Colville Tribal Police Officers are also encouraged to develop expertise in specialized areas of law enforcement which can be used for investigations, trainings, and assisting other agencies. Colville Tribal Police Officers will possess, Tribal, State and possibly Federal commissions.
MINIMUM QUALIFICATIONS:
Education and Training:
- Requires a High School diploma or GED; and
- Successful completion of the Washington State Criminal Justice Training Commission (WSCJTC) and/ or Basic Law Enforcement Academy, and / or equivalent, or Bureau of Indian Affairs Federal Law Enforcement Training Center.
- Be at least 21 years of age at the time of academy graduation.
- Citizenship at time of examination.
- Read, write and speak the English Language.
- Must meet or exceed the Federal Law Enforcement Center (FLETC) physical fitness standards.
- Must be willing to establish permanent residency within a 15 minute response time to the Colville Reservation, by the end of the employee’s probationary period.
Knowledge, Skills, and Abilities:
- Requires a working knowledge of all phases of police work including principles and practices of modern crime prevention, investigation, criminal identification, apprehension, rules of evidence, traffic control and safety, care and custody of prisoners, and record keeping.
- Requires a working knowledge of constitutional and statutory laws governing law enforcement, the geography of the community and the location of private and public commercial activity.
- Requires sufficient physical skill to apprehend and detain suspects, use a firearm and other weapons, and operate a vehicle at high speed.
- Requires a working knowledge of criminal behavior that contributes to crimes.
- Requires well-developed human relations skill to resolve conflict, conduct interviews and interrogations, work with disturbed or angry, or emotional individuals and groups, and cooperate with a work team.

- Must be able to utilize manual and/or finger dexterity to type/keyboard and/or utilize mouse to operate a microcomputer and other office equipment; use a firearm, and operate stationary and mobile equipment.
- Requires sufficient physical strength to lift, drag, carry or restrain an adult.
- Requires full body coordination to perform personal defense, restrain an adult, jump over and climb obstacles, and walk and stand for a full shift.
- Requires basic physical proficiency with police equipment such as but not limited to radar gun, radio, handgun, police vehicle, ASP baton, handcuffs, breath analyzer, and first-aid equipment.
- Requires the ability to sit for extended periods of time. Requires the ability to render first aid.
- Requires a valid Washington State Driver’s License or ability to obtain within 90 days of hire and be eligible for the Tribes’ vehicle insurance.
- Requires a Certification from a Basic Law Enforcement Academy or the Bureau of Indian Affairs Indian Police Academy.
- Requires a First Aid/CPR Card or ability to obtain within 90 days of hire.
- Must maintain license and certification throughout employment.
Selection Factors: Completed application, resume, three professional reference letters and background clearance.
Written Test: Candidates must pass a written examination, upon successfully passing the written examination, the candidate will move on to a physical agility test.
Physical Test: Candidates receiving a passing score on the written test will be invited to a physical agility test. The physical agility demonstration is a multi-dimensional process designed to test for minimum levels of endurance, strength and flexibility. This fitness evaluation will be rated pass/fail only.
Oral Board: The final portion of the series will be an oral board evaluation (pass/fail) and subsequent interview with the Chief of Police. All portions of the process are designed to sample and measure the requisite knowledge, skills and abilities.
Background Investigation: A background investigation includes the following: criminal history check, employment history, personal references, driving history, credit history and psychological evaluation for suitability and finally a polygraph examination.

POTENTIAL BACKGROUND DISQUALIFIERS
Drugs
- As an adult, convicted of any drug crime, felony or misdemeanor
- Use of mushrooms within the last three (3) years
- Use of hallucinogens (includes GHB & ecstasy; excludes mushrooms), cocaine, methamphetamine, or opiates within the last ten (10) years
- Use of any other illegal drug, including steroids, within the last five (5) years
- Illegal use of four (4) or more different controlled substances, including marijuana, in the last ten (10) years
- Any instance of manufacturing or cultivating illegal drugs for the purpose of sale or distribution
- Use of any illegal drugs while employed in a criminal justice capacity
- Obtaining a prescription under false pretenses
- Any instance of illegally injected amphetamines, methamphetamines, cocaine, heroin, barbiturates, or valium
- Any instance of illegally using a drug after submitting an application to any Law Enforcement agency
- Marijuana use will reviewed on a case-by-case basis; however, in order to increase the likelihood of continuing on in the hiring and background process, an applicant should not have used Marijuana in the last 12 months
Criminal Activity
- Any adult felony convictions
- Any adult misdemeanor conviction for crimes involving theft or crimes of violence
- Conviction of Minor in Possession of Alcohol within the last three (3) years
- Any conviction for a sex related crime
- Any instance of required registration as a sex offender, regardless of conviction status
- Any conviction for solicitation of prostitution
Driving
- Conviction of Driving under the Influence of Alcohol within the last ten (10) years
- Conviction of Driving under the Influence of Alcohol more than once
- As an adult, conviction of Attempting to Elude, or Hit and Run
- As an adult, conviction of Reckless or Negligent Driving 1st degree in in the last 5 years
- Driving While License Suspended/Revoked reviewed on a case-by-case basis
Domestic Violence
- Any conviction for any crime classified as a domestic violence offense.
Military
- Any discharge from any military service other than honorable will be evaluated on a case-by-case basis
- A dishonorable discharge remains an automatic disqualifier
Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing. In addition, this position is subject to reasonable suspicion and post-accident drug testing.
