Description
The Project Inspector is responsible for inspecting and coordinating the construction of private and public infrastructure.
This position is represented by the Teamsters Local Union #763.
Hiring Salary Range: $5035 - $6121 per month, plus excellent benefits.
NOTE: Hiring above the salary mid-range requires Mayor's Office approval.

Essential Duties and Responsibilities
Acts as a liaison between property owners, contractors, developers, City staff, and local agencies on construction matters. Confers with property owners regarding project schedules, hazards, issues, and meeting notification.
Prepares and maintains a variety of reports, records, and notes; completes as-built plans; and maintains project files.
Reviews and inspects a variety of public and private infrastructure construction projects, to include street, bridge, traffic, signal, water, sewer, storm drainage, parks and facilities to ensure compliance with project plans, specifications, and codes; and oversees tests performed on newly constructed systems.
Inspects construction materials for identification and conformance with contract specification, including collection of samples for laboratory analysis.
Records amounts of materials used and amount of work performed in conformance with approved plans and City infrastructure standards.
Reviews plans and specifications for each assigned project and attends pre-construction meetings. Assists contractors with design changes.
Inspects properties adjacent to construction sites for damages resulting from construction. Records pre-construction site conditions.
Review and issue permits to franchises and contractors.
Maintains reasonable, predictable, and regular attendance during the standard work week.
Knowledge, Skills and Abilities
KNOWLEDGE (position requirements at entry):
Terminology, methods, materials, practices, and techniques in area of assignment, to include surveying;
Customer service techniques;
Codes, laws, regulations, and ordinances governing area of assignment;
Procedures and methods for materials sampling and testing;
Soil mechanics and geology;
City organization and operations;
Modern office practices and procedures; and
Tools and equipment used in area of assignment.

Education, Experience and Other Requirements
TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
Associate's Degree in a related field and five years of public works-related construction inspection and project management experience; or an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to perform the essential elements of the job.
Valid Washington State Driver's License;
Cross Connection Control Specialist Certificate within 6 months of assignment;
WSDOT certifications in Hot Mix Asphalt Pavement, Hot Mix Asphalt Production and Testing, Drainage Inspection, Aggregate Production Inspection and Testing, or equivalent for each subcategory, within one year of assignment; and
Continuing education of water, sewer, and storm inspection, methodologies, techniques, or materials; and
IMSA Traffic Signal Level I Certificate within one year of appointment to position
PHYSICAL ACTIVITY/REQUIREMENTS:
Positions in this class typically require: stooping, kneeling, crouching, reaching, mobility, fingering, grasping, talking, seeing, hearing, climbing, crawling, and walking.
Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
