Finance Director
GENERAL DESCRIPTION
Under general administrative direction, plans, directs, manages and oversees the activities and operations of the Finance Department. Develops and implements policies, procedures and practices to provide services in general accounting functions, budget preparation and compliance, information systems, risk, treasury and debt management functions; to coordinate assigned activities with other departments and outside agencies; and to provide highly responsible and complex administrative support to the City Administrator.
SUPERVISION RECEIVED
The City of Stanwood has a Mayor/Council or Strong Mayor form of government. The Finance Director reports to directly to the City Administrator.
The Director works under broad directives with considerable latitude for independent judgment to effectively implement the goals and decisions of the City Council, and provides ongoing status reports of significant activities and programs and/or advises the Mayor, the City Administrator, and the City Council of actions to be taken which are consistent with statutory guidelines or regulations and City goals and objectives. Departmental policies are reviewed by the Mayor and the City Administrator for the effective management of assigned functions. This is an “at-will” position. The Director serves “at the pleasure” of the Mayor and under the direct supervision of the City Administrator.
SUPERVISION EXERCISED
Exercises supervision over accountants, utility clerk, and support staff, part-time or temporary employees or volunteers, as assigned.
Qualifications
DESIRED MINIMUM QUALIFICATIONS: Education and Experience Guidelines A. Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, finance, accounting or a related field. B. Certified Public Accountant a strong plus; C. Six years of increasingly responsible professional accounting or financial management experience, including three years of management and administrative responsibility or; any combination of education and experience to be able to perform the essential functions of the position. Special Requirements
SPECIAL REQUIREMENTS: This position may be required to use city vehicle periodically. Valid State Driver’s License or ability to obtain one within 30 days of hire and a good driving record is required.
