JOB SUMMARY

Under the direction of the Finance Director, the Recovery Specialist is responsible to assist the City with funding relief provisions as provided for in the American Rescue Plan Act (ARPA) of 2021 stemming from the public health emergency with respect to COVID-19. This position will assist, plan, develop programs and provide overall grant management related to and for various eligible city expenditures, positions and projects. This position will develop, implement, organize and provide grant management assistance for programs which will assist the City’s community partners and businesses with associated ARPA funding opportunities such as grants, economic development and recovery opportunities. Serve as the City’s manager of all grant and funding agreements with regard to the City of Snohomish awarding ARPA funding to businesses and organizations.

Reconciling accounts and adjusts irregularities. Prepares financial analyses and a variety of financial reports as required.

Serving as the internal City ARPA funds coordinator and liaison with regard to all City grants, projects and programs funded by the ARPA:
· Develop, oversee and monitor contracts related to all internal programs, grants, and projects associated with the City’s ARPA funding, including receiving and reviewing progress reports, assisting with preparation for on-site visits, and preparation of various reports. Checks reports of expenditures to ensure compliance with Federal government fiscal and administrative policies and regulations. |

WORKING CONDITIONS
Job Conditions: All staff positions at the City are required to be available to report to work during off hours in case of emergency and perform duties as assigned.
Work Location: City Hall
Travel: Within the City functions to perform functions such as, working with community members, presentations, and trainings.
