Senior Project Manager
Serves as senior technical staff and intermediate managerial staff for complex projects, program development management (e.g., structural or civil design, traffic network operations designs and Intelligent Transportation Systems; completes street designs and networks, etc.). Position possesses advanced technical knowledge in best and innovative practices and provides mentorship and guidance and knowledge exchange to more junior staff, improves processes and programs to be a national industry leader. Manages and improves all aspects of project delivery, including scoping, designing, contracting, monitoring and evaluation. Acts as the delegated authority in the absence of senior leadership staff.
- Supervises and directs professional, technical and clerical employees in engineering design and/or construction management of complex, multi-disciplined Capital projects (e.g., streets, storm water and sewers, green infrastructure, streetscape, steps, traffic and street lighting, bridges and structures, etc.).
- Provides technical and programmatic leadership and strives toward continuous process improvement.
- Manages program areas (e.g., Complete Streets, Traffic Systems, Structures, Streets, Construction, etc.) and practices continuous process improvement and innovation.
- Plans, directs and supervises all aspects of a program or project scope of work required for successful program or project delivery.
- Develops scopes, work plans and schedules and manages all aspects of project and/or programmatic budgets.
- Develops, disseminates and utilizes standard operating procedures and protocols for project and program delivery.
- Coordinates the planning for the engineering design and/or construction management of complex transportation related Capital projects; ensures that all work is performed in accordance with established policies, procedures, rules and regulations, and schedules.
- Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
- Enhances technical skill development and knowledge building among staff and across the department and City.
- Acts as liaison and coordinates technical assistance of consultants; directs contractors, departmental personnel, etc. to ensure proper completion of assigned projects; informs Director and/or Assistant Director of problems and recommends and implements corrective action.
- Directs the preparation of reports, change orders, progress payments, etc; reviews, analyzes and processes change order requests; obtains approval on all change orders before authorizing work to begin or proceed.
- Develops and maintains Quality Assurance and Quality Control systems and protocols and ensures utilization on all projects.
- Conducts meetings including field visits with consultants, contractors and assigned personnel to ensure full compliance with contractual provisions and invoicing procedures.
- Reviews and verifies applications for payment by contractors against project reports and field visits prior to submission for processing.
- Maintains records and prepares accurate reports, correspondence, presentations and other materials for internal and external records and communication.
- May consult on maintenance problems related to City infrastructure.
- Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
- Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreement to ensure fair and standardized treatment of employees.
- Acts as owner representative in meetings with representatives of other governmental agencies, City Departments, vendors, and the public.
- Acts as the designated delegate of authority for senior supervisor, as required.
- Performs activities and functions of related lower-level personnel as assigned or required.
- Performs such other related tasks and duties that are assigned or required.
