Utilities Electrician
Position Summary
This position performs skilled state-licensed electrician services including installation, maintenance, repair and operation of mechanical and electrical equipment associated with water, wastewater and stormwater utility systems. This position participates in journey level electrical work in the design, inspection, maintenance, and repair of electrical systems and equipment in municipal buildings and facilities.
Positions in this class perform the more complex and specialized tasks in support of the city's water, sewer and stormwater utility systems. This position may support lighting systems and electrical systems in municipal buildings and facilities. Work is performed within established procedures; however, incumbents complete tasks independently and apply established guidelines and alternatives to make judgments and decisions.

- Inspects, tests, troubleshoots, diagnoses, removes, disassembles, repairs, replaces, reassembles, installs, aligns and restores to operation a variety of water, wastewater, and stormwater mechanical equipment and systems including but not limited to the following: pumps, motors, engines, power transmission equipment, valves and piping appurtenances, tanks, screening devices, generators, HVAC systems, chemical feed systems, telemetry and radio system equipment, auxiliary equipment and complex process control systems.
- Designs, installs, inspects, maintains, and repairs electrical distribution circuits in a variety of structures including integral outlets, distribution panels, underground vaults, pole-mounted enclosures, or other types of apparatus.
- Installs conduits, wires, pull boxes, switchboards, controllers, and switches required in making additions, extensions, or alterations to electrical systems.
- Services, repairs, and maintains electrical equipment for lighting, power, heating, and fire alarm systems in coordination with the Facilities Division; telemetry, computer, fiber optic, or other transmission media or systems for communication, control or data acquisition in coordination with the Electronic Control Systems Administrator.
- Installs, replaces, monitors and performs basic setup programming of VFD's, solid-state controls, uninterruptible power supplies, and related devices in coordination with the Electronic Control Systems Administrator.
- Evaluates and develops preventative and corrective maintenance measures and requirements; evaluates equipment operation.
- Reviews electrical plans and specifications and checks for conformity with applicable codes, regulations and safety requirements. May suggest design modifications or changes.
- Maintains, and repairs electrical systems and equipment in city buildings and facilities, including electrical distribution circuits and wiring appurtenances of city buildings and related equipment as needed.
- Provides repair and modification support of traffic control devices as needed.
- Plans work schedules, estimates costs, orders supplies, maintains work records, and prepares reports of work performed.
Qualifications
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
- Two years experience performing a variety of the essential duties of the position.
- High school diploma or GED.
- Two years of coursework in electrical installation, maintenance and repair, and/or electronics.
- Must possess upon hire a Washington State General Journey Level Electrician (EL01) license.
- Knowledge of theory and application of electronics; methods and procedures of locating and remedying defects in electrical and electronic systems and equipment.
- Knowledge of federal, state and local laws, electrical codes and regulations.
- Ability to operate Windows based computer and software applications currently used by assigned department/division.
- Knowledge of the principles of supervision, including providing directions, instructions, and training to crew members and reviewing their work.
- Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License.
- Must possess, or have the ability to possess within six months of hire date: first aid and CPR, flagging, and confined space certifications.

While performing the essential functions of this job, the employee is frequently required to stand; walk; sit; kneel, bend, or climb and to use hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee must be able to lift up to 25 pounds on a frequent basis; lift 25 to 50 pounds on an occasional basis; and lift and/or move between 50 to 100 pounds with assistance. Specific vision abilities required by this job include close vision, color vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
This position regularly works indoors and outside in various weather conditions. The employee frequently works around heavy equipment or high voltage power lines. The employee may be exposed to physical hazards from mechanical and electrical equipment and also will sometimes work in hazardous areas under hazardous conditions. The employee often works in traffic, near moving mechanical parts and in high, precarious places and confined spaces, such as ladders, hydraulic boom truck, scaffolding, lift stations, and crawl spaces. Incumbents are occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, raw sewage, and the risk of electrical shock and radiation. The noise level in the work environment is usually moderate to loud.
This position works a regular schedule, however, incumbents may be called in to work at irregular times in emergency situations, and incumbents must be available for call-out as needed. This position may also be required to work weekends and/or holidays.
