This position is responsible for the development, design, documentation, deployment, and maintenance of the city’s database and application systems. This is highly responsible technical work in the analysis of problems related to databases, application systems; installs, maintains, and modifies databases and system software; provides support for complex and inter-departmental systems.
The work performed requires the application of professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review. Incumbents operate independently and select appropriate methods to accomplish project assignments.

- Works closely with system stakeholders to ensure information system strategies are aligned with departmental and city needs.
- Coordinates and aligns information systems with user objectives; expands or modifies current systems to serve new purposes or improve work flow.
- Performs advanced server administration including SQL, Active Directory, Group Policy Objects, Exchange, and server OS functions such as updates, folder permissions and disk space management.
- Installs, maintains, tests, analyzes, evaluates, and monitors databases and security settings; performs database administration including managing access permissions; and creates backups and maintenance plans.
- Creates customized reports from various databases and applications using multiple delivery methods including legacy databases.
- Creates and/or modifies complex data interfaces between multiple systems.
- Provide support, troubleshooting and updates to legacy databases including Access databases with SQL back-ends.
- Coordinates and acts a project lead for multiple concurrent projects.
- Provides technical direction to users; formulates, assists, and supports users with application training and technical support.
- Develops, documents, and revises system and database design procedures, test procedures, and quality standards.
- Conducts tests and inspections of products, services, or processes to evaluate quality or performance to assist product selection teams; recommends new equipment or software packages.
- Makes recommendations to management regarding policies and procedures based on field observations and user interactions.
- Performs special projects as needed.
Qualifications
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
- Five years of progressively responsible experience in an information services support position, including three years’ experience supporting, administering, and deploying Microsoft SQL databases and enterprise client/server software systems; and experience in project management or leading deployment teams.
- Municipal government experience preferred.
Education and Training:
- Bachelor’s degree in computer science or an equivalent combination of college course work, certifications, training, and experience.
Licenses or Certificates:

One or more of the following certifications preferred:
a). Information Systems Analysis (ISA)
b). Microsoft Certified Solution Developer (MCSD)
c). Microsoft Certified Application Developer (MCAD)
d). Microsoft Certified Solutions Associate SQL (MCSA)

Must be able to pass an extensive fingerprint background check.

Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s license.

This position works a regular schedule, however, incumbents will be required to work some holiday, evening and/or weekend hours to respond to emergencies and/or to implement specific projects. This position will also be required to carry a rotating on-call phone.
