The incumbent will manage, plan, organize, and coordinate the operations and activities of the Operations Division of the Public Works Department. The incumbent will train, supervise, assign, and review the work of assigned personnel; collaboratively setting division policies and goals with the Public Works Director; and assure efficient and effective functioning of the Public Works Operations Division.
Work is characterized by management, administrative, and supervisory responsibilities for the assigned division, including directing and evaluating the overall operation of the assigned division. The incumbent provides planning, budgeting and management of the assigned division which oversees the following sections: Maintenance of Streets and Parks, Storm Water Collection, Vegetation Control, Fleet Services, Facilities, and Operations Warehouse. In accordance with the city's policies and procedures as well as applicable laws, the incumbent carries out managerial-level supervisory duties and responsibilities including, but not limited to, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; resolving problems; and recommending terminations as appropriate.
Work is performed under managerial direction. The director provides the incumbent with assignments in terms of broad practice, precedents, policies, and goals. Work may be reviewed for fulfillment of objectives and conformance with departmental policy, practice, and/or objective.

Essential Duties and Responsibilities
Essential duties and responsibilities may include, but are not limited to, the following:
- Serve as technical advisor to the Public Works Director, on matters of policy, practice, and impacts of regulations relating to area of responsibility
- Evaluate program policy and practices; define problem areas; develop and direct policies and practices to improve operations
- Plan long and short range goals for the Operations Division and provide effective leadership to achieve the goals; develop division wide policies and procedures for field and personnel issues.
- Prepare an Annual Work Plan as required by the Public Works Director for the major accomplishments and projects for each Budget Year relating to the strategic plan and goals of the City and Department; develop division financial, organizational, and human resources planning and make recommendations to Public Works Director for adoption and implementation
- Oversee, monitor, and evaluate, the division's on-going performance and provide organizational and management direction to attain the goals and objectives; direct necessary adjustments, as required
- Interview, train, and hire employees; plan, assist, direct, and evaluate work in progress and upon completion; appraise performance; recommend promotion and disciplinary actions; address complaints; resolve problems; approve/schedule sick leave and vacation time; and recommend terminations as appropriate; review and resolve labor grievances and issues; participate with management in the labor contract negotiation process
- Perform city, commercial, industrial, and residential plan submittals for assigned projects.
- Conduct regular staff meetings with Public Works Operations team
- Communicate and provide information to City personnel, outside agencies, and the public regarding the Operations Division programs and practices, etc.; respond to a variety of inquiries and complaints as needed

Qualifications
Education: Bachelor's degree in civil engineering, environmental engineering, public or business administration, or other relevant field, from an accredited educational institution.
Experience: Minimum of five (5) years of increasingly responsible Public Works operation and maintenance, including roadway design and construction management experience, or experience in the construction industry; and a minimum of four (4) years in a management/supervisory capacity.
Or: Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.
Knowledge of:
- Current trends, principles, and practices of Public Works operations and maintenance
- Applicable federal, state, and local laws, codes, regulations, and ordinances
- Municipal organization structure, policies, procedures, practices, and objectives
- Municipal budget preparation and administration techniques
- Methods, equipment, and materials used in Public Works and Parks operations and maintenance
- Modern office equipment and procedures including, but not limited to, the use of a personal computer and applicable software
- Oral and written communications utilizing correct English usage, spelling, grammar, and punctuation, including principles of business letter writing and report preparation
- Interpersonal skills using tact, patience, and courtesy
- Modern management and supervisory theories, principles, and practices.

- Plan, organize and supervise the work of subordinate employees, including training, assigning and evaluating their work, and providing job performance feedback
- Demonstrate positive and effective interaction and communication with individuals of diverse social and economic backgrounds
- Communicate effectively, orally and in writing, including the ability to listen effectively and to explain complex issues and applicable legal requirements, policies, and procedures to internal and external customers
- Maintain confidentiality of business records and other information
- Perform several tasks simultaneously while maintaining accuracy of information and meeting deadlines
- Valid Washington State driver's license, or ability to obtain within 30 days of hire; and a driving record which meets the city's requirements
- Experience working with large construction and maintenance projects, preferred
- Washington State Department of Health Sewer Collection 1 Certification, or ability to obtain within 6 months of hire
- Washington State Department of Health Water Distribution Manager 1 Certification, or ability to obtain within 6 months of hire
- Washington State Department of Health Cross Connection Control Specialist Certification, or ability to attain within 6 months of hire
