Public Works Inspector
This position is responsible for providing field inspection services for Public Works infrastructure that includes roads, trails, utility work within public right-of-way, development improvements (future public infrastructure), and public storm systems. This position will also perform inspection of City capital projects and private storm pond systems.
Essential Duties and ResponsibilitiesEssential duties and responsibilities may include, but are not limited to, the following:
- Inspects Public Works related capital projects, identifies construction conflicts as early as possible and works with the contractor, reviewing plans and working toward solutions
- Coordinates with assigned project manager in the scheduling, inspection of materials and workmanship to ensure adherence to contracted project specifications
- Coordinates inspections and related activities with contractors, utility personnel, consultants and various City staff
- Determines the quality of materials and workmanship, and compliance with plans and specifications
- Inspects traffic control placed within the City right-of-way to ensure compliance with traffic control regulations
- Reviews sub-grade conditions and determines suitability for paving projects
- Inspects placement of and finished concrete and asphalt improvements
- Inspects various underground storm and utility work
- Prepares memos, progress reports, notices and logs on various projects
- Maintains accurate and up-to-date inspection records and files
- Checks and documents delivery and materials tickets
- Enters inspection information into the computer
- Sketches and records "as built" information pertaining to new construction
- Attends pre-construction field meetings as needed
- Reviews right-of-way permit plans for compliance with City requirements
- Keeps abreast of current codes and regulations affecting City projects
- Gathers and investigates information related to incidents resulting in complaints, claims and/or lawsuits as needed
- Distributes notices, project information, and flyers as assigned
- Responds to public contacts related to field work and complaints
Qualifications
Education: High school diploma or G.E.D;
Experience: Five (5) years of experience in code compliance/building inspection or five years of journey level experience in general roads and storm construction, or equivalent experience in a related field preferred.
Or: Any combination of education and experience which provides the applicant with the desired skills, knowledge and ability required to perform the job may be substituted for these qualifications. Examples of these skills include:
Knowledge of:
- Construction methods, techniques and materials, Engineer Design and Development Standards, WSDOT Standards, and City codes and construction inspections practices
- Applicable federal, state, local laws, regulations and procedures
- Applicable building, zoning and other codes, regulations and policies
- Project management principles and techniques
Ability to:
- Read and interpret civil plans and specifications, engineering calculations and property descriptions
- Read and interpret maps, plans, construction drawings, property descriptions, charts, and graphs
- Read and understand directions to locate job sites and work locations
- Maintain a customer service orientation, be courteous and diplomatic in the exchange of information, discrete with sensitive information and present a positive image of the City in a variety of circumstances
- Communicate effectively, both orally and in writing, with contractors, owners, staff and general public to convey technical concepts
- Employ process facilitating techniques and exercise patience when dealing with confrontation
- Compose, proofread, and edit correspondence, reports, contracts, policies, applications, legal documents, etc.
- Correctly utilize English grammar, spelling, punctuation, and vocabulary
- Utilize interpersonal skills with tact, patience, courtesy, and diplomacy
- Utilize computer software to produce documents, plans and reports
- Independently conduct construction compliance inspections in all types of terrain and weather conditions
- Understand and appropriately apply situational awareness of changing surroundings in a construction and/or traffic area
- Understand and follow verbal and written instructions
- Add, subtract, multiply, divide; compute fractions, ratios, percentages, proportions; draw, and interpret graphs and charts; and apply these concepts to practical situations
- Make decisions within the scope of authority and request assistance from other staff when necessary
- Enforce applicable construction, zoning and other codes, regulations and policies
- Valid Washington State Driver's license.
- Obtain Certified Erosion and Sediment Control Lead (CESCL) certification within one (1) year of hire.
- Completion of position-relevant background.
