The incumbent is a working supervisor who will plan, oversee and perform functions of plan review and approval, permit applications, building inspections and code enforcement in support of a growing city. The incumbent is part of a collaborative work team and is responsive to inquiries from members of the public, fire district, contractors, developers and co-workers.
The incumbent will utilize professional independent judgement to review and recommend changes/additions to city building codes; approve the issuance of public and private construction permits to assure compliance with adopted code requirements; perform independent fieldwork of a regular, recurring, new and/or complex nature; respond to and enforce code-related complaints and violations through collaborative efforts and/or corrective actions as necessary; resolve unusual or difficult situations encountered by inspectors and permit specialists. The incumbent will supervise, assign and evaluate the work of assigned employees.
Work is performed under limited supervision. Director sets the overall objectives and resources available. Incumbent and director work together to develop the deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives and independent judgement. Incumbent keeps director informed of progress, potentially controversial matters, or far reaching implications. Work is reviewed in terms of feasibility, compatibility with other work, or effectiveness of results.
Essential Duties and Responsibilities
Essential duties and responsibilities may include, but are not limited to, the following:
- Participate in the selection, training, mentoring and evaluation of assigned employees; work with staff to correct deficiencies; implement corrective action and discipline within scope of authority
- Plan, organize and direct activities related to inspection and enforcement of building codes for residential and commercial buildings
- Review and analyze structural and non-structural plans for all proposed residential, commercial and public building projects for compliance with all applicable codes, regulations and other requirements; approve or deny plans, alterations and changes.
- Determine the legal and regulatory procedures which apply to building projects and provide professional building and code enforcement advice and assistance
- Authorize the issuance of Certificates of Occupancy for commercial projects; authorize the issuance of plumbing, mechanical building permits
- Conduct on-site inspections as necessary
- Respond to and resolve unusual, difficult or sensitive inspections, citizen inquiries and complaints
- Enforce building zoning, land use and nuisance codes
- Administer and coordinate building and enforcement codes, regulations, and activities with other city departments, city attorney, other jurisdictions, and regional, state and federal agencies
- Conduct research, write letters and prepare written reports
- Participate in the development of assigned budget items including approval of the forecast of funds for staffing, equipment, materials, and supplies
- Recommend revisions to city building, plumbing, heating, ventilation, and air conditioning (HVAC) and electrical codes
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of community development; encourages division staff to do so as well
Peripheral Duties:
- Plan, organize and manage a comprehensive enforcement program in coordination with the Police Department
- Develop agendas, organize meetings, prepare staff reports and other correspondence and makes presentations to the City Council and various technical committees and commissions

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel; talk; and hear. The employee is frequently required to reach with hands and arms and to stand and walk; the employee is occasionally required to climb or balance; and to stoop, kneel, crouch or crawl. While in the office environment, the employee frequently is required to sit for extended periods of time and type on a keyboard for extended periods of time. The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.
Work is usually performed in both an office and field environment subject to driving to offsite locations to perform inspections or to investigate issues. The field environment may include, but not be limited to, all types of weather conditions and perhaps potential hazards from unconfined animals, dilapidated structures and litter. Walking over rough, uneven terrain and some climbing may be required. While performing the duties of this job, the employee may occasionally be exposed individuals who may possibly be irate or hostile. The noise level in the work environment is usually moderate to loud.
Evening or variable hours to attend meetings may be required.
Education, Training and Experience Guidelines:
Education: Associate in Arts (AA) or Associate in Applied Science (AAS) in Construction Management, Architecture, Engineering or related field;
Experience: Five (5) years of experience as a building official, commercial and residential building inspector, plans examiner, including three (3) years of experience reviewing building plans for conformance with all the applicable state building codes, ordinances and national standards; and two (2) years of supervisory experience;
Or: Any combination of education and experience, which provides the applicant with the desired skills, knowledge and ability required to perform the job, may be substituted for these qualifications.
Knowledge of:
- Building construction practices, materials and methods
- Structural, plumbing, and mechanical fields of applicable codes, regulations, and building plans
- Applicable city codes, international codes, state laws, and regulations governing construction and design structures
- Structure, organization and interrelationships of city departments, agencies and related governmental agencies and offices affecting assigned functions
- Project management principles and techniques
- Principles and practices of governmental budget preparation and administration
Ability to:
- Maintain regular, predictable and reliable attendance during scheduled hours
- Interpret architectural plans and specifications, engineering calculations and property descriptions
- Effectively utilize supervisory principles and practices
- Detect structural faults, and the stages of construction when violations and defects may most easily be observed and corrected
- Administer and enforce applicable building, zoning, and other codes, regulations, and policies
- Maintain records and respond to records requests in accordance with the state's Public Records Act and city's records policies
- Develop, implement and administer goals, objectives and procedures
- Handle multiple tasks accurately and reliably in a busy, demanding work environment
- Learn applicable computer applications, software, and peripheral equipment quickly and effectively
- Conduct technical research, gather and analyze data, and present findings or recommendations
- Participate as a contributing member of a service-oriented team
- Establish and maintain effective working relationships with assigned team, staff, management, contractors, developers, outside agencies, community groups and the general public
- Demonstrate positive and effective interaction and communication with individuals of diverse social and economic backgrounds
- Correctly use English grammar, spelling, punctuation and vocabulary

- Understand and follow instructions
- Work independently and conduct construction compliance inspections in all types of terrain and weather conditions

License, Certifications, and Other Requirements:
- Valid State of Washington Driver's License or ability to obtain one within thirty (30) days; and a driving record which meets the city's requirements
- Current International Code Conference (ICC) Certified Building Official certificate, required
- Current ICC Plans Examiner or Combination Inspector certification, required
- Bachelor's degree in Construction Management, Architecture, Engineering, or related field, preferred
