Surface Water Compliance Specialist
The City of Everett is currently accepting applications for the appointive position of SURFACE WATER COMPLIANCE SPECIALIST in the Public Works Department.
Under the direction of the Surface Water Manager or their designee, manage compliance with current and proposed federal and state requirements in accordance with the Clean Water Act and the Western Washington Phase II Municipal Stormwater Permit for the separated stormwater system and associated surface waters. Responsibilities include developing, implementing, and coordinating the City's Stormwater Management Program (SWMP) in accordance with its Municipal Stormwater Permit to meet deadlines. The work is reviewed for effectiveness via regulatory compliance and reports, projects and results obtained. Supervision may be exercised over a staff stormwater facility inspector(s), source control inspector(s), and day laborer(s). This position has interactions with management across a number of Public Works divisions and other City departments, as well as local, state, and federal regulatory agencies.
The specific responsibilities of this position include, but are not limited to, the following:
- Ensure that all components of the City's Municipal Stormwater Permit are developed, implemented, coordinated and documented. Prepare and submit annual reports to permitting authority. Ensure consistency and compliance with federal and state laws, regulations and guidelines; and City ordinances, policies and procedures.
- Manage water quality regulatory compliance for the separated stormwater system and related surface waters. Review and evaluate laboratory and monitoring results, equipment and instrumentation and make recommendations. Train field staff on appropriate protocols and methodologies for field sampling and analysis. Manage associated databases.
- Review proposed legislation from state and federal governments and assess impacts to the Illicit Discharge and Detection and Elimination procedures and protocols, Total Maximum Daily Load requirements, Targeted Source Identification and Elimination requirements, Source Control Business Inspection program, Low Impact Development, and Water Quality Standards. Direct and train staff involved in these aspects of the City's program to ensure ongoing compliance, proper work methods, and safety precautions.
- Investigate and respond to citizen water quality complaints. Track resolution and trends. May report and/or respond to ERTS.
- Establish and maintain guidance documents for commercial and residential activities related to stormwater or water quality.
- Make presentations to City Council, City staff, other agencies and interest groups. Coordinate with other divisions and departments to achieve permit compliance. Provide professional and technical support and training related to stormwater compliance.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Current and evolving environmental issues and regulations, including Western Washington Phase II Municipal Stormwater Permit requirements.
- Operations, organization, policies and objectives of stormwater management, code enforcement, maintenance, and inspection.
- Federal, state and local laws, and regulations regarding stormwater, surface water, and water quality.
- Chemical, physical, and microbiological water quality sampling and analytical techniques.
- Data management for maintaining long-term records on analytical data, environmental monitoring, and regulatory reporting.
- Preferred candidate knowledge: regulations for Hazardous Waste, Solid Waste, Surface Water, Industrial and/or Pretreatment.
- Interpreting and applying federal, state, and local policies, laws and regulations
- Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other departments and city staff, city officials, outside agency staff and the public.
- Effective verbal and written communications skills to influence positive behavior change. Proper grammar, vocabulary, and spelling.
- Analyzing situations accurately and adopting an effective course of action.
- Management and team building skills including supervisory, instruction, problem analysis and decision making, planning and organizing, adaptability/flexibility, stress tolerance and time management.
- Working skills in MS Excel, Access, PowerPoint, and Word.
- Work safely and in compliance with federal and state laws, and city policies and standards.
- Effectively manage complex projects, competing deadlines, and/or personnel and ongoing permit compliance activities.
- Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other city staff, and the public.

- Possession of, or ability to possess within one month of hire date, a Washington State Drivers License.
REQUIRED EDUCATION AND EXPERIENCE
A combination of education and related experience may substitute for education requirements.
- Bachelor's Degree in Physical or Natural Science [e.g., Environmental Science, Chemistry, Biology, etc.], Engineering [e.g., Civil Engineering, Environmental, etc.], or a related field, advanced degree preferred, and
- 5+ years' experience in environmental engineering and/or compliance in a municipal utility, consulting firm or government agency [e.g., municipal stormwater permit compliance and program management, and water quality compliance].
