Senior Utility Accounting Analyst
Burbank Water and Power is seeking candidates with strong analytical and interpersonal skills to perform and lead professional utility accounting functions including preparing advanced financial and budgetary reports, analysis, and footnotes; and perform related work as required.
In this challenging position, you will lead, review, and perform professional utility accounting, financial reporting and budgeting functions; perform utility fixed asset and inventory accounting functions; prepare critical portions of, and review and comment on, the work of others related to the annual budget and annual report; monitor utility accounting policies, procedures, and internal controls; prepare complex financial and budgetary reports, analysis, work papers, and footnotes; assist auditors with annual and special audits; provide complex accounting services, including the interpretation and application of accounting principles; prepare reports and presentations; perform analysis and analytics related to studies and planning for utility cost allocations, utility overhead rates, and utility rate-making and design; review, report on, and recommend changes to cost allocations to and from utility managed funds; ensure compliance with financial contractual obligations and agreements; monitor and manage utility receivables aging and reserves for non-collectibles; monitor and manage utility projects and work order aging to ensure timely close-out, billing, and capitalization; assist in long and short term utility revenue, expense, capital, and cash forecasting; assist in risk management, power supply accounting and analysis; provide ad-hoc reporting and guidance on utility accounting, budgeting, and reporting policies, procedures, and practices; review the work of accounting and finance staff; supervise, train, develop, and evaluate employees; make effective recommendations regarding hiring, promotions, and transfers; effectively recommend disciplinary actions as needed, up to and including termination; and perform special projects and other utility accounting and financial functions.
This very visible and responsible position requires a Bachelor’s degree in Accounting, Business Administration, Finance, or a closely related field from an accredited college or university and two years of professional accounting experience OR any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance as determined by the City. CPA, CMA, CFA or MBA preferred. A valid California Class “C” driver’s license or equivalent may be required at time of hire.
Selected candidate will also have knowledge of the principles, techniques, theory, and practices of utility accounting, financial reporting and budgeting; Generally Accepted Accounting Principles (GAAP); analytic techniques; utility regulations, codes, and policies; administrative policies and procedures; and principles and practices of sound personnel management and supervision; along with skill in computerized accounting systems; computer-based spreadsheet, word processing, and presentation software. Ability to maintain and improve advanced automated accounting systems and procedures; communicate effectively both orally and in writing with strong reasoning, analytical, and interpersonal skills; prepare written reports and give effective oral presentations; supervise and direct the work of others; and establish and maintain effective working relationships with supervisors, fellow employees, employees of other agencies, auditors, and the public is also needed.
We offer a starting salary of $6,710 to $8,823 per month plus superb benefits including a City-contributed retirement plan, cafeteria-style health benefits, and tuition reimbursement.
