DESCRIPTION:
Under the direction of the President, the Chief of Staff provides complex and confidential support to the President; provides leadership and operational oversight for the college in the absence of the President; acts as an advisor to the President and assists the President in facilitating effective decision-making; provides information and assistance to Trustees, faculty, staff, students, state and local agencies, regulatory and accrediting agencies.
EXAMPLES OF DUTIES:
Essential and other responsibilities and duties may include, but are not limited to, the following:
ESSENTIAL FUNCTIONS:
Provides leadership and operational oversight for the college in the absence of the President.
Provides leadership and oversight to the offices of accountability and strategic initiatives, human resources, public information and marketing, and the Watauga Campus.
Leads and implements college strategy in collaboration with the President.
Leads events and meetings in the absence of the President.
Acts as an advisor to the President and senior leadership team.
Serves as a liaison between the President, Board of Trustees, faculty and staff, and the North Carolina Community College System (NCCCS) office.
Maintains frequent updates and communication with the President in his/her absence.
Monitors legislation, regulation, and policy developments and reports changes impacting the college to the appropriate officials.
Represents the President and the college in various civic, community and professional organizations at the local, state, and national level.
Collects and analyzes a variety of complex data and information. Performs statistical analysis and summarizes findings in applicable reports or other communication mediums.
Assists in the overall planning and implementation of college’s strategic plan.
Participates in institutional effectiveness processes including planning, assessment, program review, and accreditation.
Assists with Foundation activities as directed.
Serves on a variety of committees as directed.
Supports the college’s mission, vision, and core values by adhering to all policies and procedures.
Marginal Functions:
Performs other duties as assigned.
This position description covers the most essential functions and duties associated with this position. The President or appropriate supervisory personnel may assign additional duties. QUALIFICATIONS AND WORKING CONDITIONS:
Knowledge of:
Principles and practices of community college leadership and administration.
Organizational and management practices as applied to the planning, analysis, and evaluation of program areas, policies, and operational needs.
Management principles involved in the coordination of people and resources.
Leadership techniques and group dynamics principles.
Effective public relations with other educational institutions, community groups, private businesses, and governmental agencies.
Diversity, equity, and inclusion practices.
Principles and procedures of record keeping.
Pertinent federal, state, and local laws, codes, and regulations.
The English language including the meaning and spelling of words, rules of composition, and grammar.
Ability to:
Interpret and apply college goals, objectives, policies, procedures, rules, and regulations.
Interpret and apply federal, state, and local policies, laws, and regulations.
Communicate clearly and concisely, both orally and in writing. Alternately, understand and follow oral and written instructions.

Environmental Conditions:
The Chief of Staff should have the ability to effectively handle a work environment and conditions which involve an office workspace and working closely with others.
The Chief of Staff must preserve the office environment by maintaining equipment and supplies, ensuring overall cleanliness, functionality, and conformance to OSHA standards to provide a safe work environment.
Physical Conditions:
Physical and marginal functions require the ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following; standing, walking, or sitting for extended periods, moderate lifting and carrying, general manual dexterity, operating assigned equipment, and extended exposure to computer screens.
The Chief of Staff must maintain effective audio-visual discrimination and perception to observe, read and write, operate assigned equipment, communicate with others, and handle varied tasks simultaneously.
Additionally, the Chief of Staff must maintain mental capacity, make sound decisions, use good judgment, demonstrate intellectual capabilities, and evaluate program and personnel effectiveness.
Scheduling Conditions:
This is a full-time, 12-month position, which requires the Chief of Staff to be on campus or at an approved alternate location for at least 40 hours per week, Monday through Friday. This position requires day, evening, and occasional weekend hours
Traveling Conditions:
Local travel between the Caldwell campus, Watauga campus, or any off-campus sites may be needed. Out-of-state travel is limited but may be required for training and conferences.
EXPERIENCE AND TRAINING:
Training:
Master's degree from an accredited college or university required, Preferred training includes a doctoral degree and/or major course work in education, business, personnel management, public administration, or another closely related field.
Experience:
Five years of increasingly responsible experience in a post-secondary institution required. Preferred experience includes at least three years of leadership and or supervisory duties, specifically in the North Carolina Community College System.
