The Alderwood Water & Wastewater District (AWWD) is seeking a Human Resources (HR) Manager to lead its three-member HR work team. Located in the midst of the fast-growing Puget Sound region, AWWD has increased its staffing levels during the current biennium to handle both the expansion and replacement of its infrastructure. With nearly 150 employees, AWWD’s labor force has grown significantly during the past decade. Given AWWD’s ongoing commitment to employee training and development, the next HR Manager will play a vital role in moving the organization’s efforts forward in that vital function. This position will supervise two HR Analyst positions. The HR work team is also responsible for recruitment and selection, benefits administration, compensation analysis, employee engagement and relations, collective bargaining, and performance management practices.
The ideal candidate will have experience leading an HR work group within the public sector. This individual will have acquired hands-on expertise in managing recruitment and selection processes, wage and benefits surveys, job analysis, collective bargaining, employee relations, employee training and development, and work performance evaluation. The obtainment of an HR-related certification is desired and demonstrates a commitment to one’s career as a HR professional. Continuous process evaluation of and continual improvement to our business work processes are goals and expectations throughout the entire organization.
The outgoing incumbent in this position successfully juggled the multiple demands of providing a wide variety of HR expertise to a work force that is situated at three different work sites, two of which are located within a quarter of a mile of each other. A commitment to employee outreach at each of those locations in order to meet with and serve employees will assist the selected candidate in this position in the years to come. The HR work team is located within the District’s Administrative Building. Three of the organization’s four departments are located at that site: Administrative Services, Engineering & Development, and Finance. The fourth department, Maintenance & Operations, has its headquarters located within walking distance of the Administrative Building.

2019 Salary: $94,980 to $127,284 annually
Requirements: Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the job. A typical way to meet this requirement would be five years of progressively responsible experience in Human Resources program administration and a bachelor’s degree in Public Administration, Business Administration, or a related educational field.
A SPHR, PHR, SHRM-CP, SHRM-SCP, or CLRP certification is preferred, but is not required.

The next HR Manager for AWWD will play a vital role in implementing these strategies by successfully recruiting and onboarding new personnel as well as furthering the organization’s commitment to providing high quality employee training and development. Under the leadership of the successful HR Manager candidate, the HR work group will focus on recruiting new talent in a competitive market, coordinating training and development that fosters continuous improvement, promoting and enhancing employee wellness, and supporting a diverse and respectful workforce.
A DEPARTMENT OF DEDICATED PUBLIC SERVANTS
The Administrative Services Department is responsible for the effective management and service delivery of the District’s Information Technology, Human Resources, Safety and Emergency Preparedness, and administrative support services. Overall, the department utilizes 15 FTEs, including two vacant positions to be filled during the first half of 2019.
